A Resolution of the Council of the County of Allegheny amending resolution 11-15-RE, which established an annual Countywide Cleanup Day and encouraged County residents to volunteer to assist in beautifying the County, in order to expand the concept.

                     Whereas, Allegheny County has a longstanding and robust history of fostering initiatives to promote sustainability, natural beauty, and a clean environment in which its residents may work and live in aesthetically pleasing and healthy communities; and

 

                     Whereas, among these programs are Allegheny Green, environmentally friendly green rooftops on selected County facilities, rain gardens placed in the courtyard of the County Courthouse, the activities of the Environmental Health Division of the County Health Department, regulations regulating diesel engine idling, the establishment of clean construction requirements, cooperative partnerships with the Allegheny County Parks Foundation and other regional environmental stakeholders, and efforts to beautify the landscape throughout the County; and

 

                     Whereas, in 2015, resolution 11-15-RE was enacted in order to establish an annual Countywide Cleanup Day, to be held each Sunday after Father’s Day at one or more locations throughout the County, and during which the assistance of volunteers would be solicited to aid in landscaping, maintenance, refuse removal, and other beautification efforts; and

 

                     Whereas, according to statistics published by Allegheny Cleanways, volunteer efforts can be tremendously beneficial to litter cleanup and other beautification efforts, as that organization alone indicates that it and its volunteer partners have removed almost 7.4 million pounds of debris (including more than 53,000 tires) during approximately 40,000 person-hours of volunteer work (a rate of about 180 pounds per person-hour); and

 

Whereas, it is the desire of Council to expand the existing program in order to further beautify the County and foster additional volunteer efforts;

 

The Council of the County of Allegheny hereby resolves as follows:

 

 

Section 1.                                          Incorporation of Preamble.

 

The provisions set forth in the preamble to this Resolution are incorporated by reference in their entirety herein.

 

 

Section 2.                                          Amendment of Resolution 11-15-RE

 

Section 2 of Resolution 11-15-RE is hereby amended as follows:

 

The County of Allegheny hereby establishes an annual Countywide Cleanup Days, to be scheduled annually for the Sunday after Father’s Day on no fewer than three separate dates each calendar year.  For each Countywide Cleanup Day, the County shall establish one or more areas of the County within which to focus on landscaping, maintenance, refuse removal, and other beautification efforts, and shall solicit the assistance of volunteers from throughout the County to assist in those efforts.

 

 

 

Section 3.                                          Severability. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

 

 

Section 4.                                          Repealer.  Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
