A Resolution of the County of Allegheny amending the 2008 Capital Budget for Allegheny County.

Whereas, the County has adopted a Capital Budget for the fiscal year beginning
January 1, 2008 and ending December 31, 2008; and
Whereas, at the request of the County's Department of Budget and Finance, County
Council desires to amend the 2008 Capital Budget as set forth in Attachment "A;" and
Whereas, the 2008 Capital Budget will remain in balance if the amendments set forth in Attachment "A" are approved.
The Council of the County of Allegheny hereby resolves as follows:
SECTION 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.
SECTION 2. Approval of Capital Budget Amendment.
The County Council of Allegheny County approves the amendment to the Allegheny County 2008 Capital Budget as set forth in Attachment "A" hereto by reducing the appropriation established for the projects entitled "New Maintenance Warehouse," "Slope Stabilization Program," "Budget Database/Budget Preparation Software," and "Clack Health Lab Final Contruction Costs" by $575,000, $1,535,000, $100,000 and $470,000 respectively, and by increasing the appropriations for the projects entitled "Annual Road and Facilities Improvement Program," "Capital Construction and In-house Paving Program," "Open Ended Architectural Services," "Construction Management/Inspection for Kane Projects," "Various Parks Improvements" and "JDE Payroll Implementation Go-Live Phase" by $325,000, $600,000, $250,000, $300,000, $150,000 and $100,000 respectively, as well as establishing an appropriation for a new project entitled "Jail Lighting Project" in the amount of $955,000. Funding for the projects will be provided by the County as set forth in Attachment "A". No increase in County bond funds will be required.
SECTION 3. Line Item Detail Amendment.
The line item detail of the appropriations previously approved by Council shall be amended as reflected in Attachment "A" hereto, the provisions of which are incorporated herein by reference.
SECTION 4. Severability. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
SECTION 5. Repealer. Any resolution or ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
SUMMARY OF LEGISLATION
The attached legislation will amend the 2008 Capital Budget. Delays in certain projects and increases in prices for other projects, most notably, the price of asphalt due to increased fuel prices, necessitate amending the County's Roads Program projects in order to complete scheduled work. In addition, certain projects have been completed with the final cost coming in under budget, allowing the County to cover costs overruns in other projects as well as undertake an additional project that will ultimately save electricity costs at the Jail. If this amendment is approved, the 2008 Capital Budget will remain in balance with no increase in County bond funds required.
