An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the acceptance of a financial donation from the United States Golf Assoociation (USGA).

Whereas, USGA is the United States national association of golf courses, clubs and facilities and the governing body of golf for the United States and Mexico; and
Whereas, USGA and The County of Allegheny (“County”) have established a long-standing and mutually beneficial relationship over many decades through Oakmont Country Club’s hosting of the United States Open Golf Championship (“Championship”) a record nine times - with the tenth Championship being played at Oakmont June 12 - 15, 2025; and
Whereas, The County recognizes the global exposure, community pride, and positive economic impact the Championship has on the County and the Greater Pittsburgh region; and
Whereas, USGA wishes to contribute two hundred thousand dollars ($200,000) to the County in appreciation of the support the County has provided and continues to provide to USGA. The County agrees the funds will be distributed equally to the North Park and South Park Golf Courses to implement course improvements; and
Whereas, County Council believes accepting these funds from USGA and utilizing them for said purposes will inure to the benefit of the citizens of Allegheny County; and
Whereas, Article IV, Section 2(j) of the Allegheny County Home Rule Charter vests County Council with the power and duty to accept, by ordinance, grants, gifts, or donations of real or personal property on behalf of the County.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
SECTION 2. Authorization to permit the use of County Real Property
A. Allegheny County Council hereby approves the acceptance of two hundred thousand dollars ($200,000) from the United States Golf Association.
B. The proper officers of the County are hereby authorized to execute any and all documents necessary to effectuate the authorization granted by this legislation.
SECTION 3. Severability.
If any provision of this Ordinance shall be determined to be unlawful, invalid,
void or unenforceable, then that provision shall be considered severable from the
remaining provisions of this Ordinance which shall continue in full force and
effect.
SECTION 4. Repealer.
Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Ordinance.
SECTION 5. Effective Date.
The provisions of this Ordinance shall become effective immediately upon the date of final approval.
