NORTHFIELD SITE PHASE I TIF RESOLUTION
SUBMITTED FOR COUNCIL MEETING JUNE 19, 2007
The Redevelopment Authority of Allegheny County (RAAC) is working with the Allegheny County Airport Authority (ACAA) to construct public infrastructure improvements necessary to facilitate the development of shovel-ready industrial sites in the vicinity of the Pittsburgh International Airport (PIT). The Northfield Site Phase I TIF District is approximately --160 acres adjacent to PIT located within the Amended Findlay/Airport Area Redevelopment Area, Findlay Township, Allegheny County. TIF proceeds are expected to be utilized to finance a portion of the costs of a new access road, extension of utilities to the development site, wetland/stream mitigation and grading for a future taxilane that will connect to the existing runway (TIF Project).
RAAC requests that the Council of the County of Allegheny:
(a) consider a resolution to participate in the Northfield Site Phase I TIF Plan and to pledge a portion of tax revenues within the Northfield Site Phase I TIF District to secure the repayment of debt incurred by RAAC for the purpose of financing a portion the project; and
(b) direct the appropriate public officials of the County to take such additional actions in cooperation with RAAC, Findlay Township and the West Allegheny School District to implement the TIF Plan, including without limitation, the execution and delivery of a Cooperation Agreement by and among the participants.
TIF debt is expected to be utilized to finance a portion of the $22 million ACAA Northfield Site Phase I Project. Approximately $6,500,000 of infrastructure construction, administrative, engineering and financing costs are to be repaid using pledged revenues. Given the expected significant economic impacts of the project, the taxing bodies have agreed to pledge 75% of incremental real property tax revenue to repayment of the TIF Debt.
The TIF Project will facilitate the development of approximately 900,000 square feet of warehouse/distribution and air cargo space that will generate over $88 million of private investment. Eight sites will be prepared for buildings that will generally range in size from 80,000 to 150,000 square feet. The proposed development within the TIF District will make immediate use of both the TIF Project and the International Drive cargo interchange of PA Business Route 60 opened in 2003.
