TITLE

A Resolution of the County of Allegheny authorizing the Allegheny County Controller to study the feasibility of combining functions between the City of Pittsburgh and Allegheny County in advance of structural consolidation of the two governments.

 

BODY

                     Whereas, in April 2008 the Nordenberg Commission released its findings with regard to consolidating the City of Pittsburgh and Allegheny County governments; and

 

Whereas, the Commission's report recommended, inter alia, the functional consolidation of City and County processes through intergovernmental cooperation and similar agreements in advance of full structural consolidation of the two governmental units; and

 

Whereas, the Greater Pittsburgh Chamber of Commerce has estimated that a full structural consolidation of the City and County would yield a total annual savings of $37.517 million, as set forth in Exhibit A hereto; and

 

 Whereas, it is not known to what degree this estimated savings could be achieved through functional consolidation in advance of structural consolidation, per the Nordenberg Commission recommendation, or in lieu of structural consolidation; and

 

Whereas, it is the judgment of Council that study of functional consolidation through intergovernmental cooperation or other agreements by both the County Controller and the City Controller would prove invaluable in evaluating the potential savings from functional and/or structural consolidation; and

 

Whereas, it is therefore the desire of County Council to authorize the County Controller to conduct such a study, and the hope of Council that the City will authorize a similar study by the City Controller;

 

The Council of the County of Allegheny hereby resolves as follows:

 

Section 1.                     

 

The Council of Allegheny County, Pennsylvania, hereby authorizes the Allegheny County Controller to study the feasibility of combining functions between the City of Pittsburgh and Allegheny County in advance of structural consolidation of the two governments.

 

Section 2.

 

Copies of this resolution shall be distributed to the Mayor and Council of the City of Pittsburgh.

 

 

 

Section 3.                     If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

Section 4.                     Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
