TITLE

A Resolution of the County of Allegheny approving certain Inter-Departmental Transfers in the Operating Budget for the fiscal year beginning January 1, 2004 and ending December 31, 2004.

 

BODY

Whereas, the County Council has adopted an Operating Budget for the fiscal year beginning January 1, 2004 and ending December 31, 2004; and

 

                     Whereas, the Home Rule Charter of Allegheny County, at Article VII, Section 9, provides that County Council may make transfers within and between departments and agencies upon the recommendation of the Chief Executive; and

 

                     Whereas, the Chief Executive has recommended that certain transfers be made between departments and agencies for the fiscal year beginning January 1, 2004 and ending December 31, 2004; and

 

                     Whereas, County Council desires to make those transfers that the Chief Executive recommends between departments and agencies for the fiscal year beginning January 1, 2004 and ending December 31, 2004.

 

The Council of the County of Allegheny hereby resolves as follows:

 

Section 1.                     Incorporation of Preamble.

 

                     The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.

 

Section 2.                     Approval of Transfers Between Departments and Agencies.                     

 

The following transfers, totaling $3,036,000, are approved as follows to cover forecasted shortage in Services for the Kane Regional Centers and shortages in Personnel at the Jail for the balance of 2004:

 

1.                     Transfer $750,000 from Courts-Family Juvenile - Fringe Benefits to Jail (Auxiliary) - Wages to cover projected deficit for 2004.  Transfer from 603701.52501 to 300202.51102.[#13]

 

2.                     Transfer $50,000 from Courts-Family Juvenile - Salaries to Jail (Auxiliary) - Wages to cover projected deficit for 2004.  Transfer from 603701.51101 to 300202.51102.[#14]

3.                     Transfer $1,200,000 from Courts-Family Juvenile - Salaries to Jail (Operations) - Wages to cover projected deficit for 2004.  Transfer from 603701.51101 to 300201.51102.[#15]

 

4.                     Transfer $500,000 from Courts-Family Juvenile - Salaries to Kane Regional Centers-Glen Hazel - Agency Nursing to cover projected deficit for 2004.  Transfer from 603701.51101 to 267100.63408 KNSG.[#16]

 

5.                     Transfer $500,000 from Courts-Family Juvenile - Salaries to Kane Regional Centers-Ross - Agency Nursing to cover projected deficit for 2004.  Transfer from 603701.51101 to 267400.63408 KNSG. [#17]

 

6.                     Transfer $18,000 from Non-Department Expenses - General Contingency to Register of Wills-Clerk of Orphans Court - Salaries to cover projected deficit for 2004.  Transfer from 460101.86101 to 792301.51101. [#18]

 

7.                     Transfer $18,000 from Non-Department Expenses - General Contingency to Register of Wills-Administration - Salaries to cover projected deficit for 2004.  Transfer from 460101.86101 to 796201.51101. [#19]

 

 

Section 3.                     Severability.                     If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

Section 4.                     Repealer.  Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.

 

 

SUMMARY OF LEGISLATION

 

                     The attached proposed legislation will approve certain transfers to cover forecasted shortages in Wages at the Jail, Agency Nurses at Kane Regional Centers and Salaries for the Register of Wills for the balance of 2004.
