                     WHEREAS, there are currently 32 active boards, authorities, commissions and committees in Allegheny County, with hundreds of members, to which the Chief Executive and County Council make appointments from time to time; and

                     WHEREAS, both the Chief Executive and Council have repeatedly and consistently articulated the desire to appoint only individuals of the highest qualification to these boards, authorities and committees; and

                     WHEREAS, both the Chief Executive and Council have also remained steadfast in their respective commitments to foster diversity within each County entity through their appointment choices; and

                     WHEREAS, tracking the terms and qualifications of the hundreds of appointees to County entities has become increasingly complex and time-consuming;

The Council of the County of Allegheny hereby resolves as follows:

SECTION 1.

The Council of the County of Allegheny, Commonwealth of Pennsylvania, wishes to create a draft Appointment Tracking Policy for Allegheny County to be presented for review to the Council and Chief Executive within forty-five (45) days of passage of this motion; with the expectation that Council and the Chief Executive will review the policy and act upon its recommendations within thirty (30) days of their receipt of the policy.

SECTION 2.

To the end of creating the draft Term Tracking Policy, it is Council's desire to establish a five person working group, with two members appointed by the President of Council and three members appointed by the Chief Executive, to review term tracking protocols, computer software, practices employed by other entities in similar circumstances, and any other information that is determined to be instructive on the topic.  The members of the working group shall all be appointed no later than 10 days from the date of passage of this Resolution, and the working group shall conduct its first meeting no later than 5 days after the appointment of the last member.  The group shall meet at least weekly thereafter until the draft policy is presented to Council and the Chief Executive.

SECTION                     3.

If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
