Resolution of the County of Allegheny, Commonwealth of Pennsylvania, requiring Council's Special Committee on Property Assessments, along with the Chief Assessment Officer, and representatives of the Office of Property Assessment and the Property Assessment Appeals and Review Board, to review the International Association of Assessing Officers (IAAO) Ratio Study Performance Standards to make recommendations for changes to the Administrative Code that would result in an increased standard of accuracy.

                     WHEREAS, Part 2, Article 210, § 5-210.10 of the Administrative Code provides that a ration study be performed following a reassessment and that the values generated be evaluated using the IAAO Ratio Study Performance Standards; and

 

                     WHEREAS, the property values generated for the 2006 Countywide Reassessment, when evaluated against the IAAO Ratio Study Performance Standards were found to be technically accurate and in compliance with those standards; and

 

WHEREAS, although within the IAAO Standards, the values generated are still not accurate measurements of values due to a lack of a representative number of valid property sales, a lack of homogenous housing stock within the  County, geographic and physical features that make the establishment of well-defined neighborhoods difficult, and inadequate and incomplete data on individual parcels; and

 

WHEREAS, a better tool to determine whether valuations are accurate and fair needs to be considered so that certification of assessed values does not occur unless such strict standards of accuracy are met;

 

The Council of the County of Allegheny hereby resolves as follows:

 

SECTION 1.

 

Council's Special Committee on Property Assessments, along with the Chief Assessment Officer, and representatives of the Office of Property Assessment and the Property Assessment Appeals and Review Board, shall review the International Association of Assessing Officers (IAAO) Ratio Study Performance Standards to make recommendations for changes to the Administrative Code that would result in an increased standard of accuracy for the County.

 

SECTION                     2.                     If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

SECTION                     3.                     Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
