WHEREAS, the Chief Executive has notified County Council of the structural deficit in the County's Operating Budget; and

WHEREAS, Allegheny County is limited in the traditional choices of revenues which are available to it; and

WHEREAS, County Council has determined that it is necessary to review the current levels of fees and charges presently empowered by the various offices, departments and agencies of the County and to explore additional sources of fees and charges;

The Council of the County of Allegheny hereby resolves as follows:

SECTION 1. Incorporation of the Preamble.

The provisions set forth in the preamble to this Resolution are incorporated by reference in their entirety herein.

SECTION 2. Fee and Charge Review.

Allegheny County Council's Committee on Budget and Finance (the “Committee”) is authorized and directed to review and analyze all existing fees and charges currently imposed and shall recommend optimum levels to County Council relative to the same.

The Committee shall also review and propose new fees. To this end the Committee is directed to review and evaluate the ability of the County to recoup, or empower the recoupment, of various governmental operations, including but not limited to the following:

1. Imposition charges relative to the filing of property assessment appeals;

2. Apportionment of government overhead allocation to various County departments, offices, agencies and authorities;

3. Imposition of fees to more fully cover the costs to the County relative to civil, criminal and other court and quasi-judicial proceedings;

4. Costs of incarceration and juvenile detention; and

5. Permit fees.



SECTION 2.

If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

SECTION 3.

Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
