A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, providing that representatives of the Community College of Allegheny County be included by the Administration in appropriate discussions and negotiations with developers deciding whether Allegheny County can provide it with the resources that it requires should it locate or request assistance from same in the County.

                     body

                                          WHEREAS, Allegheny County created the Community College of Allegheny County (CCAC) in September of 1966 to provide quality, affordable education that was accessible to the community; its mission today has been expanded to provide leadership in workforce training, and to support the economic development of the region; and

                                          WHEREAS, CCAC is a diverse institution that reflects the demographic and cultural characteristics of our community and that focuses upon helping the region grow and prosper by providing opportunities to students and businesses, not only those living and operating here, but also those that may live and operate here; and

                                          WHEREAS, the administration, faculty, and staff are dedicated to building strong partnerships and championing solutions to important issues that affect the region and are already working proactively with hundreds of businesses and organizations; CCAC has developed customized training for more than 50 regional employers and trains more than 18,000 employees annually; and

WHEREAS, recognizing that a skilled workforce is a vital component of the nation's and the region's economy, the college's Center for Professional Development is an enterprise that has the tools to work closely with employers and economic development officials in a competitive, global environment; in addition, 90% of its graduates remain in Allegheny County, making that training even more valuable; and

WHEREAS, while the County's Department of Economic Development provides leadership and structure to the County's economic development activities, it does not operate as the sole participant in discussion and negotiations with companies interested in locating in Allegheny County and frequently works with other regional organizations to provide the appropriate tools and resources to the specific employer; and

WHEREAS, as CCAC's sponsor, Allegheny County invests $22 million annually to the mission, objectives, and goals of the College, yet does not always ensure that taxpayers are getting the best value for that dollar when its resources are overlooked or it is not part of the conversation about economic development in the County; and

WHEREAS, it is imperative that the County utilize all available resources, particularly those in which it has such a strong financial investment in, to make the community and region livable, productive, vital, and growing in order to ensure this region's continued competitiveness in this country;

The Council of the County of Allegheny hereby resolves as follows:
