An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, amending Article 1013, § 1013.09 of the Administrative Code by providing for a new Subsection R to establish a deadline after which a candidate for a County-level office shall not accept campaign contributions.

WHEREAS, Allegheny County voters have a right to know and a duty to vote in elections for County-level positions; and

 

WHEREAS, that right to know should include all information on who has made campaign contributions to which candidate through timely disclosure;

 

WHEREAS, often the import of contributions is not on how much was donated or how much was spent, but on who had contributed which, under the current rules and regulations, cannot always be ascertained prior to an election.

 

 The Council of the County of Allegheny hereby enacts as follows:

 

Section 1.

 

Article 1013, § 1013.09 of the Allegheny County Administrative Code is hereby amended to add a new Subsection R as follows:

 

R.                     Limitation on Acceptance of Campaign Contributions

 

(1)                     Any person who is a candidate for Chief Executive, member of Allegheny County Council, or an Independently Elected County Official shall be prohibited from accepting campaign contributions beginning a month prior to the primary or general election at which his or her name will be on the ballot through the date of said election.

 

(2)                     Any person who is a candidate for Chief Executive, member of Allegheny County Council, or an Independently Elected County Official shall be required to file an election report detailing campaign contributions received but not previously reported fourteen (14) days prior to the primary or general election at which his or her name will be on the ballot.

 

SECTION                     2.                     If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in full force and effect.

 

SECTION                     3.                     Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Ordinance.
