A Resolution of the County of Allegheny approving certain Inter-Departmental Transfers in the Operating Budget for the fiscal year beginning January 1, 2005 and ending December 31, 2005.

Whereas, the County Council has adopted an Operating Budget for the fiscal year beginning January 1, 2005 and ending December 31, 2005; and

 

                     Whereas, the Home Rule Charter of Allegheny County, at Article VII, Section 9, provides that County Council may make transfers within and between departments and agencies upon the recommendation of the Chief Executive; and

 

                     Whereas, the Chief Executive has recommended that certain transfers be made between departments and agencies for the fiscal year beginning January 1, 2005 and ending December 31, 2005; and

 

                     Whereas, County Council desires to make those transfers that the Chief Executive recommends between departments and agencies for the fiscal year beginning January 1, 2005 and ending December 31, 2005.

 

The Council of the County of Allegheny hereby resolves as follows:

 

Section 1.                     Incorporation of Preamble.

 

                     The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.

 

 

Section 2.                     Approval of Transfers Between Departments and Agencies.                     

 

 

1.                     Transfer $529,321.00 from Bureau of Criminal ID-Contributions to Projects to County Police-ID Technician Service-Salaries.  Transfer FROM 494105.64403 TO 315704.51101.

2.                     Transfer $176,440.00 from Bureau of Criminal ID-Contributions to Projects to County Police-ID Technician Service-Fringe Benefits.  Transfer FROM 494105.64403 TO 315704.52501.

3.                     Transfer $25,000.00 from Bureau of Criminal ID-Contributions to Projects to County Police-ID Technician Service-Contracted Services-General.  Transfer FROM 494105.64403 TO 315704.63010.

4.                     Transfer $15,000.00 from Bureau of Criminal ID-Contributions to Projects to County Police-ID Technician Service-Supplies.  Transfer FROM 494105.64403 TO 315704.54101.

5.                     Transfer $125,000.00 from Juvenile Court Placements-Group Home to Shuman Center - Office and Electronic Equipment.   Transfer FROM 480201.63707 TO 320101.57202.

6.                     Transfer $100,000.00 from Juvenile Court Placements-Group Home to Shuman Center-Contracted Services.  Transfer FROM 480201.63707 TO 320101.63010.

 

 

Section 3.                     Severability.                     If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

Section 4.                     Repealer.  Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.

 

 

SUMMARY OF LEGISLATION

 

The attached proposed legislation will approve certain transfers:

 

Transfer (numbers 1-4) the remaining Bureau of Criminal ID - Contributions to Projects appropriation to the County Police - ID Technician Service as the County Police has assumed responsibility for this function in 2005.

 

Transfer (numbers 5-6) appropriation to Shuman Juvenile Detention Center to cover costs for the upgrade of equipment and to remodel the security booth in order to ensure the efficacy of the security system upon recommendation made by the Pennsylvania State Department of Public Welfare.
