LEGISLATION SUMMARY
EXECUTION OF DEP GRANT AGREEMENT
FOR UPDATE OF 4 STORM WATER MANAGEMENT PLANS
Requesting the execution of a grant agreement between Allegheny County and the Pennsylvania Department of Environmental Protection (DEP) for the update of 4 separate Act 167 Storm Water Management Plans. 18 North Hills COG communities have requested the County to undertake the update of the Pine Creek Storm Water Management Plan, the Girtys Run Storm Water Management Plan, the Squaw Run Storm Water Management Plan, and the Deer Creek Storm Water Management Plan. These plans, originally prepared and adopted by Allegheny County in 1986, have never been updated. The Storm Water Management Act requires that these plans be updated every 5 years. By updating these plans, Allegheny County will be complying with Act 167 (Section 5 (a)), and the municipalities will be complying with a new DEP storm water management program known as MS4's which requires urbanized municipalities to develop a storm water management program. The DEP grant agreement will provide 75% of the funding for Phase I of the update process. The remaining 25% funding will be shared by the 18 municipalities. There will be no cost to the County. The term of the Agreement will be July 31, 2003 to December 31, 2003. The funding provided by DEP is $12,000.00 and the Local Match shall be $4,000.00. The North Hills Council of Governments is coordinating the phase I work effort which will be performed by a group of Engineers from the involved communities.
