An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the continued use of Allegheny County-owned real property in South Park by The Jurassic Alcove, Inc. as a dinosaur and paleontological education and entertainment center.

Whereas Allegheny County is the owner of 2,013 acres of real property known as South Park (Allegheny County Real Estate Parcel 412-L-300), one of the County’s nine regional parks; and
Whereas The Jurassic Alcove is a 501c3 non-profit organization who currently operates the Jurassic Alcove Dinosaur Discovery Center at a structure known as Fairgrounds Exhibit Building #8 off Brownsville Road in the County’s South Park; and
Whereas The Center’s mission since 2024 has been to educate and entertain the public about dinosaurs and paleontological history with interactive exhibits including life-size replica dinosaurs, paleo artwork, and STEM stations; and
Whereas The Jurassic Alcove, Inc. wishes to continue to have exclusive use County-owned real property in the County’s South Park to operate The Jurassic Alcove Dinosaur Discovery Center; and
Whereas The County, by and through its Department of Parks, is requesting permission to allow Jurassic Alcove Inc to continue to use real property in the County’s South Park for the purposes described herein, without interruption; and
Whereas County Council recognizes that the use of this property for the activities described herein will inure to the benefit of the citizens of Allegheny County; and
Whereas Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power by ordinance to lease, convey, vacate or abandon, or permit the use of County land, buildings or other real or personal property.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
SECTION 2. Authorization to Approve the Use of Real Property.
Allegheny County Council hereby approves the use of Allegheny County-owned real property referred to as Fairgrounds Exhibit Building # 8 in South Park by the Jurassic Alcove Inc. as a dinosaur and paleontological education and entertainment center known as The Jurassic Alcove Dinosaur Discovery Center.
The effective dates of this authorization are June 1, 2026 through May 31, 2029. Upon mutual consent, this authorization may be extended for one (1) additional two (2) year term.
The proper officers of the County are hereby authorized to execute all documents necessary to effectuate the authorization granted by this legislation.
SECTION 3. Severability.
If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
SECTION 4. Repealer.
Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
SECTION 5. Effective Date.
This Resolution will enter into effect immediately upon its approval.
