A Resolution of the County of Allegheny Amending the 2003 Capital Budget for Allegheny County.

Whereas, the County adopted a Capital Budget for the fiscal year beginning
January 1, 2003 and ending December 31, 2003; and
Whereas, at the request of the County's Department of Budget and Finance, County
Council desires to amend the 2003 Capital Budget.
The Council of the County of Allegheny hereby resolves as follows:
SECTION 1 Incorporation of Preamble.
The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.
SECTION 2 Approval of Amendment.
The County Council of Allegheny County approves the amendment to the Allegheny County 2003 Capital Budget as set forth in Attachment A hereto by eliminating the project entitled “Clack Health Center Rehabilitation” and increasing the appropriation for the project entitled “Clack Laboratory Facility” by $450,000.00. Funding for the increase will be provided by the County as set forth in the attachment.
SECTION 3 Amendment of Line Item Detail.
The line item detail of the appropriations previously approved by Council shall be amended as reflected in Attachment A hereto, the provisions of which are incorporated herein by reference.
SECTION 4 Severability. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution, which shall be in full force and effect.
SECTION 5 Repealer. Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.

Summary:
The Allegheny County Health Department has determined that construction of the new laboratory facility is a greater priority than the rehabilitation of the existing Clack Health Center. These funds will be used to supplement an approved state grant for construction of the new laboratory facility.
