WHEREAS, the Federal Highway Administration recognizes and supports outstanding roads through the National Scenic Byways Program to recognize American roads, their stories and treasured places, representing the depth and breadth of scenery in America; and

WHEREAS, the program provides resources to the byway community in creating a unique travel experience and enhanced local quality of life through efforts to preserve, protect, interpret, and promote the intrinsic qualities of designated byways; designation as a Pennsylvania byways would enable East Carson Street to be promoted in state brochures and by the state tourism office in addition to the national scenic byways website; and

WHEREAS, East Carson Street has been nominated as an urban byway which has been long-recognized, both locally and nationally, as a Historic District with one of the longest Victorian shopping districts in the United States; this two-mile stretch of road is comprised of vibrant and eclectic stores, boutiques, cafes, and shops housed in architectural beauty, some dating back to the late 1800's; and

WHEREAS, the designation of East Carson Street as a Pennsylvania Byway would highlight the eccentric and quirky commercial ventures for which the South Side is known, as well as enhancing its history and culture; such designation would also make the route eligible for funds for improvements including rest areas and interpretive areas, among other improvements.

NOW THEREFORE, IT IS MOVED, AND IT IS THE SENSE OF THE COUNCIL OF ALLEGHENY COUNTY, that this body supports the South Side Local Development Company and the South Side Community in its efforts to have East Carson Street designated as a Pennsylvania Scenic Byway, in recognition of its history, beauty, and renaissance.
