A Resolution of the County of Allegheny amending the 2007 Capital Budget for Allegheny County.

Whereas, the County has adopted a Capital Budget for the fiscal year beginning
January 1, 2007 and ending December 31, 2007; and
Whereas, at the request of the County's Department of Budget and Finance, County
Council desires to amend the 2007 Capital Budget.
The Council of the County of Allegheny hereby resolves as follows:
SECTION 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.
SECTION 2. Approval of Capital Budget Amendment.
The County Council of Allegheny County approves the amendment to the Allegheny County 2007 Capital Budget as set forth in Attachment "A" hereto by reducing the appropriation established for the project entitled "New Laboratories at Penn-Liberty Plaza" by $2,810,000 and by increasing the appropriations for the projects entitled "Various Jail Projects" and "Boyce Park Ski Slopes" by $90,000 and $1,030,000 respectively, as well as establishing appropriations for new projects entitled "Kane HVAC Systems," "Kane Resident Caretracker System" and "Economic Development Projects" of $420,000, $270,000 and $1,000,000, respectively. Funding for the projects will be provided by the County as set forth in Attachment "A".
SECTION 3. Line Item Detail Amendment.
The line item detail of the appropriations previously approved by Council shall be amended as reflected in Attachment "A" hereto, the provisions of which are incorporated herein by reference.
SECTION 4. Severability. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
SECTION 5. Repealer. Any resolution or ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
SUMMARY OF LEGISLATION
The attached legislation will amend the 2007 Capital Budget. Current estimates of the funding required during fiscal year 2007 to renovate Penn-Liberty Plaza into new laboratory facilities will allow the County to proceed with the renovation as planned while prioritizing several additional projects. As a result, Allegheny County wishes to utilize a portion of the bond proceeds allocated to the "New Laboratory Facilities at Penn-Liberty Plaza" project to increase the appropriation for the project entitled "Various Jail Projects" by $90,000 and the project entitled "Boyce Park Ski Slopes" by $1,030,000, as well as establish apropriations for new projects entitled "Kane HVAC Systems" in the amount of $420,000, "Kane Resident Caretracker System" in the amount of $270,000 and "Economic Development Projects" in the amount of $1,000,000.
