Resolution Authorizing County Council to pursue an investigation to determine what, if any, cost saving measures can be taken by the Port Authority to increase the efficiency of its operations; to lower the cost of ridership; and to raise or at least maintain the scope and quality and availability of public transportation services provided by the Authority.

WHEREAS, the availability of good, comprehensive, around-the-clock public transportation is essential to the economic vitality and quality of life within our County; and

 

WHEREAS, the Port Authority of Allegheny County ("Port Authority") is facing an immediate budgetary crisis that threatens the availability, scope and quality of services to transit riders; and

 

WHEREAS, cost saving measures, as well as increases in revenue to the Port Authority, could have the effect of preserving the scope and quality of services available for transit riders within the County; and

 

WHEREAS, it is apparent that full size, costly buses often run their routes empty or near empty, especially during off-peak hours such as nights and weekends; and

 

WHEREAS, there may be many ways to achieve cost reductions relative to the operations of the Port Authority, such as the use of more fuel efficient, smaller, less costly vehicles in place of full size buses during off peak hours; and

 

WHEREAS, under the Home Rule Charter of Allegheny County, County Council is authorized to conduct investigations of County agencies and functions.

 

                     

 

The Council of the County of Allegheny hereby resolves as follows:

 

Section 1.                     County Council shall authorize and pursue an investigation to determine what, if any, cost saving measures can be taken by the Port Authority to increase the efficiency of its operations; to lower the cost of ridership; and to raise or at least maintain the scope and quality and availability of public transportation services provided by the Authority.

 

 

Section 2.                     The findings of said investigation shall be put in the form of a written report, with a preliminary report due within thirty (30) days of the date of enactment of this Resolution, and a final, more comprehensive report due within six months of date of enactment of this Resolution.

 

 

Section 3.                     If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

 

Section 4.                     Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
