A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, stating County policy with regard to the creation of a County program to facilitate the process of donating computer hardware for senior citizens throughout the County.

WHEREAS, Some senior citizens' centers in Allegheny County have begun the practice of accepting donations of used computer hardware for the purpose of providing free computers to the senior citizens living in the area served by the center; and
WHEREAS, other senior citizens' centers have expressed an interest in beginning to accept donated computer hardware for similar purposes; and
WHEREAS, the benefits of computer literacy and internet access to the County's senior citizens include affording access to public transportation schedules and service notifications, providing directions to destinations, enhancing access to news media, and locating vital services as well as recreational activities throughout the region, all of which improve the quality of life for the County's senior population; and
WHEREAS, it is the judgment of Council that computer donation programs geared toward providing computers to the County's seniors will be most effective when made known to and convenient for as many of the County's residents as possible; and
WHEREAS, to this end, it is the desire of Council to establish a database of donation points as well as suggested functionality guidelines for donated computer hardware;
The Council of the County of Allegheny hereby resolves as follows:
Section 1.
Within 180 days of the date of final approval of this Resolution, the County Manager, in cooperation with the County Division of Computer Services and any other County agency deemed necessary or appropriate by the Manager, shall establish a page on the County's website specifically designed to provide information on where to donate computer hardware for senior use. The web page created shall contain contact and address information for each donation point, as identified pursuant to Section 2 of this Resolution, shall be searchable, and shall be provided free of charge. The web page shall also suggest functionality guidelines for computer hardware to be donated, as identified pursuant to Section 3 of this Resolution.
Section 2.
Council further resolves that, within 180 days of the date of final approval of this Resolution, the County Manager, in cooperation with the Area Agency on Aging and any other County agency deemed necessary or appropriate by the Manager, shall offer the opportunity to be listed as a computer hardware donation point on the County's website to all senior citizen centers known to be operating within Allegheny County. Any senior citizen center wishing to accept donations of computer hardware in order to provide all donated hardware free of charge to seniors in their area shall be listed as a donation center, as provided in Section 1.
Section 3.
Within 180 days of the date of final approval of this Resolution, the County Manager, in cooperation with the County Division of Computer Services and any other County agency deemed necessary or appropriate by the Manager, shall establish suggested functionality guidelines for computer hardware to be donated. These guidelines shall be prominently displayed on the web page created pursuant to Section 1.
Section 4. Severability.
If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
Section 5. Repealer.
Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
