A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, designating May 17, 2008 as “Child Passenger Safety Day” in Allegheny County.

                     WHEREAS, motor vehicle crashes remain the leading cause of death for children between the ages of birth and fourteen in the United States; and

 

WHEREAS, according to the Centers for Disease Control, 203,000 child passengers were injured and 1,451 child passengers were killed as the result of motor vehicle crashes in 2005; and

 

WHEREAS, of the 1,451 children that were killed, nearly half were unrestrained; and

 

WHEREAS, the National Highway Traffic Safety Administration has found that placing children in age- and size-appropriate restraint systems can reduce serious and fatal injuries by more than 50%; and

 

WHEREAS, in 1997, the Children's Hospital of Philadelphia, State Farm Insurance Companies, and the University of Pennsylvania created a unique research partnership called “Partners for Child Passenger Safety” (PCPS) aimed at discovering how and why vehicle crashes are the leading cause of death for children; and

 

WHEREAS, since 1998, PCPS has amassed a database containing data pertaining to more than 557,000 children involved in motor vehicle crashes; and

 

WHEREAS, the PCPS study continues to take an active role in educating parents, physicians, policy makers, and law enforcement officials on the importance of proper restraints for children in motor vehicles; and

 

WHEREAS, “Child Passenger Safety Day” turns research into action and is an excellent opportunity for parents to educate themselves by having trained technicians check their children's safety and booster seats and provide potentially lifesaving information; and

 

WHEREAS, in partnership with organizations such as the Pennsylvania Chapter of the American Academy of Pediatrics, the Team Educators for Child Safety, the Tri-State Foundation for Safety and Education, the Allegheny County District Attorney's Office, Children's Hospital of Pittsburgh, and Safe Kids of Allegheny County, State Farm Insurance Companies will hold several free safety seat checkpoints throughout Allegheny County on May 17, 2008 in an effort to educate parents and guardians on the importance of child passenger safety;

 

 

The Council of the County of Allegheny hereby resolves as follows:

 

SECTION 1.

 

The Council of the County of Allegheny, Commonwealth of Pennsylvania, hereby designates May 17, 2008 as “Child Passenger Safety Day” in Allegheny County.

 

SECTION 2.

 

If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

SECTION 3.

 

Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
