A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, encouraging the Pittsburgh City League and the Western Pennsylvania Interscholastic Athletic League (WPIAL) District 7 to merge in order both to ensure a level playing field for interscholastic athletic competition among the Pittsburgh Public Schools and to provide an environment in which the best athletes from the region can freely compete with each other.

WHEREAS, the WPIAL District 7, which has been in existence since 1906, has a membership of approximately 138 high schools and 147 junior high schools; and
WHEREAS, the Pennsylvania Interscholastic Athletic Association, formed in 1913, consists of approximately 1,420 member schools, including 27 Pittsburgh Public Schools which are in PIAA District 8; and
WHEREAS, the City League and WPIAL District 7 schools do not directly compete with each other; and
WHEREAS, significant enrollment and other disparities exist between the various City League schools, and these disparities often result in competitive disadvantages for some schools in sporting endeavors; and
WHEREAS, if the City League could be merged with WPIAL District 7, it would minimize the disparities between the smaller and larger Pittsburgh Public Schools by allowing them to compete with other schools of approximately the same size, rather than selecting their competitive opponents purely based upon geographic proximity; and
WHEREAS, City League participation in interscholastic activities with the other WPIAL District 7 schools would broaden the competitive opportunities for all schools and offer student athletes at all area schools the experience of visiting and playing in both urban and suburban settings on a regular basis;
The Council of the County of Allegheny enacts as follows:
Section 1.
Allegheny County Council hereby encourages the Pittsburgh City League and the WPIAL District 7 to join together both in order to ensure a level playing field for interscholastic athletic competition among the Pittsburgh Public Schools and to provide an environment in which the best athletes from the region can freely and equitably compete with each other.
Section 2. Severability. If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution, which shall be in full force and effect.
Section 3. Repealer. Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
