Title: An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the conveyance of the County of Allegheny’s interest in a vacant parcel of property located on Seeley Avenue, Wall Borough (Block 643-D, Lot 400) to Deanna M. Ferguson.

An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the conveyance of the County of Allegheny's interest in a vacant parcel of property located on Seeley Avenue, Wall Borough (Block 643-D, Lot 400) to Deanna M. Ferguson.
Whereas, the East Allegheny School District initiated suit against vacant parcel of property located on Seeley Avenue in Wall Borough, Allegheny County, described in the Office of Deed Registry as Block 643-D, Lot 400, hereinafter "the Property," due to the non-payment of property taxes; and
 
      Whereas, the Property was sold at a Sheriff sale in 2004 to the three taxing bodies - County, East Allegheny School District, and Wall Borough; and
 
       Whereas, the East Allegheny School District has undertaken an effort to find a purchaser for the Property in order to restore it to the tax rolls of the three taxing bodies; and
 
       Whereas, the East Allegheny School District had the Property inspected by a realtor who determined that a sale price for the Property of Seven Hundred Fifty Dollars ($750) as established by the School District is in line with market value of similarly situated properties within Wall Borough; and
 
      Whereas, in 2014, Deanna M. Ferguson submitted a bid of Seven Hundred Fifty Dollars ($750) to purchase the Property; and
 
      Whereas, the East Allegheny School District and Wall Borough have at open meetings approved the conveyance of their respective interests in the Property to Deanna M. Ferguson for the bid price of Seven Hundred Fifty Dollars ($750); and  
 
      Whereas, Article IV Section 2(k) of the Home Rule Charter of Allegheny County vests County Council with the power and duty to convey by ordinance real property owned by the County of Allegheny.
 
The Council of the County of Allegheny hereby enacts as follows:
 
SECTION 1.             Incorporation of the Preamble.
 
      The provisions set forth in the preamble to this Ordinance are incorporated by reference in their entirety herein.
 
 
SECTION 2.            Approval of Transfer of County Interest
                  in Seeley Street Property (Block 643-D, Lot 400).      
 
      A.       The County Council of Allegheny County does hereby approve the transfer of the interest held by the County of Allegheny in the vacant three taxing bodies property located on Seeley Street in Wall Borough (Block 643-D, Lot 400) to Deanna M. Ferguson for the bid price of Seven Hundred Fifty Dollars ($750).
 
      B.       The proper officers of the County of Allegheny are hereby authorized to execute any and all documents, including deeds, necessary to effectuate the conveyance of the County's interest in the Properties.
 
SECTION 3.            Severability.  
 
      If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in full force and effect.
 
SECTION 4.        Repealer.  
 
      Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Ordinance.
