An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, calling for an amendment of Section 601.05 of the Administrative Code of Allegheny County to provide for a new salary structure for the Independently Elected County Officials.

WHEREAS, Section 601.05 of the Administrative Code of Allegheny County (the “Administrative Code”) contains information about the salaries of the Independently Elected County Officials (the “Row Officers”); and
WHEREAS, Section 601.05 does not set amounts for such salaries; and
WHEREAS, it is the goal of Allegheny County Council to initiate such reforms in County government that are necessary to best serve the citizens of Allegheny County; and
WHEREAS, Allegheny County Council and other County officials have been engaged in sweeping economic reforms in an effort to make the County as fiscally efficient as possible; and
WHEREAS, cutting expenses in all areas of government is a step toward fiscal efficiency and thus better service to the citizens of Allegheny County.
The Council of the County of Allegheny hereby enacts as follows:
Section 1. AMENDMENT OF SECTION 601.05 of the ADMINISTRATIVE CODE
Section 601.05 of the Administrative Code shall be amended as follows:
1. The current text of Section 601.05 shall become subsection (a) of Section 601.05.
2. Subsection (b) of Section 601.05 shall read:
(b) The salaries of Controller, Coroner, Sheriff and District Attorney shall remain at their current rate.
3. Subsection (c) of Section 601.05 shall read:
(c) Beginning on the latter of January 1, 2004, or January 1 of the year in which a person other than the person currently serving as such is elected to a position listed below, the salary of each of the Independently Elected County Officials shall be as follows:
1. Treasurer, $36,181;
2. Recorder of Deeds, $33,681;
3. Prothonotary, $33,681;
4. Clerk of Courts, $33,681;
5. Register of Wills, $34,804;
6. Jury Commissioner, $25,700
Section 2. This Ordinance shall take effect immediately upon enactment.
SECTION 3. If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in full force and effect.
SECTION 4. Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Ordinance.
