A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, supporting the Mon Valley/Fayette Expressway and Southern Beltway project, particularly the PA Route 51 to I-376 component that received environmental clearance from the federal government in December of 2004, and recognizing the project's importance in promoting economic revitalization in Southwestern Pennsylvania.

WHEREAS, the Mon Valley/Fayette Expressway Pennsylvania, a 100-mile highway network, is the cornerstone project for the economic revitalization of Southwestern Pennsylvania; the project shall include a definitive Minority/Women/Disadvantaged Business Enterprise process and procedure not less than that used by the Pennsylvania Department of Transportation and the Federal Highway Administration; and shall also include a substantive community participation process with no less than the following communities as participants:  Dravosburg, Turtle Creek, Braddock/Rankin/Swissvale, Nine Mile Run, Glenwood to Bates Street, Hazelwood, Swisshelm Park, Oakland and Duck Hollow; and

 

                     WHEREAS, the 24-mile Pennsylvania Route 51 to I-376 Project component is particularly important as it will promote economic revitalization by improving access in the project corridor to an estimated 1,500 acres of brownfield sites, an estimated 715 manufacturers employing approximately 25,000 employees, and 49 communities; sites including but not limited to the Hazelwood/LTV site, the Carrie Furnace site, the Duquesne City Center and the Keystone Commons site; and

 

WHEREAS, the project will also address major traffic congestion and safety issues in Mon Valley and I-376 East corridor, an ongoing issue for that portion of the state; the Southwestern Pennsylvania Commission has included the Mon Valley/Fayette Expressway and Southern Beltway in its regional transportation plan; and

 

WHEREAS, opportunity for comment on the Pennsylvania Route 51 to I-376 Mon Valley/Fayette Expressway Project was provided through the environmental impact statement review process, as required under Federal law including the National Environmental Protection Act of 1991, as amended, that concluded on April 6, 2004; as a result, environmental clearance from the federal government  was received on December 7, 2004.

 

The Council of the County of Allegheny hereby resolves as follows:

 

Section 1.                     

 

The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.

 

 

Section 2.

 

Allegheny County Council and the Allegheny County Chief Executive support the Mon Valley/Fayette Expressway and Southern Beltway project, particularly the PA Route 51 to I-376 component that received environmental clearance from the federal government in  December of 2004, and recognizes the project's importance in promoting economic revitalization in Southwestern Pennsylvania.

 

Section 3.                     Severability.                     If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

Section 4.                     Repealer.                     Any resolution or ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
