A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the formulation of policies governing the sale of sponsorship, endorsements, naming rights, and/or advertising on or pertaining to County-owned bridges in order to generate revenue for the County.

WHEREAS, some of the greatest and most recognizable assets of Allegheny County and this region are the many bridges that span the rivers and smaller waterways of the area; and
WHEREAS, these bridges are nationally recognizable emblems of the City of Pittsburgh and Allegheny County and are used daily by countless residents as they travel in and out of Pittsburgh; and
WHEREAS, the bridges have literally rendered development of the urban areas of the County possible, and are vitally important to both the residents of the area and the businesses that rely upon ground shipping of goods and raw materials into and out of the area; and
WHEREAS, Council recognizes that an opportunity exists to create new revenue streams through permitting the sale of sponsorship, endorsements, naming rights and/or advertising on or pertaining to the County's bridges;
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1.
The Chief Executive and such other entities within the County Administration as he or she sees fit are hereby authorized to formulate policies and procedures to be followed throughout the process of permitting the sale of sponsorship, endorsements, naming rights and/or advertising on or pertaining to the County's bridges. Such policies and procedures shall govern, but not be limited to, the following areas: selection criteria for structures for which the sale of sponsorship, naming rights, or endorsements may be contemplated, acceptable subjects and advertising materials to be contained within such a sale, whether to impose a limit upon the duration of any agreements for such a sale, whether to impose a minimum upon the amount of revenue that must be generated by such a sale, and any other factors that the Executive shall deem appropriate.
SECTION 2.
The Chief Executive or such representative(s) as he or she chooses are hereby encouraged to negotiate agreements for such sales as are provided for in the policies and procedures created under Section 1 of this Ordinance with all appropriate and deliberate speed, in accordance with the powers granted under the Home Rule Charter and other applicable authorities.
SECTION 3. Severability. If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in full force and effect.
SECTION 4. Repealer. Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Ordinance.
