Motion Expressing the Sense of Council of Allegheny County encouraging the Chief Executive to investigate the possibility of providing funding for the Compassion Allegheny program of North Hills Community Outreach (NHCO), in order to permit NHCO to obtain matching funds that will permit it to continue its work.

WHEREAS, North Hills Community Outreach is an interfaith nonprofit organization that effectively and compassionately addresses the spiritual, emotional, physical and material needs of people in crisis, hardship and poverty; and
WHEREAS, in 2005-06 NCHO assisted 6,331 local families in need toward stability and self sufficiency by providing $837,332 in funds, goods and services; and
WHEREAS, Compassion Allegheny is an extension of the mission of NHCO, which is one of 44 intermediaries between the federal government and grassroots groups and one of only two such groups in the Commonwealth of Pennsylvania; and
WHEREAS, Since 2005, NHCO has made $195,000 in sub-grants to Allegheny County groups serving vulnerable populations and provided $500,000 in high quality technical assistance to other local faith- and community-based organizations; and
WHEREAS, Compassion Allegheny will successfully complete its three-year funding cycle in 2007, and will be reapplying for federal funding; if this application is approved, it will bring an additional $1.5 million to assist organizations serving those in need in Allegheny and surrounding counties; and
WHEREAS, NHCO requires a written commitment for $125,000 in local matching funds in order to be competitive in the application process, some portion of which could be provided by the County;
NOW THEREFORE, IT IS MOVED that this Council encourages the Chief Executive to investigate the possibility of providing some measure of funding for the Compassion Allegheny program of North Hills Community Outreach in order to permit NHCO to obtain matching funds that will permit it to continue its work
