A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the creation of an ad hoc committee to investigate the sale of sponsorship, endorsements, naming rights, and/or advertising within the County as a means to generate revenue, and to make recommendations to the Council and the County Executive on the matter.

The Council of the County of Allegheny hereby enacts as follows:

 

SECTION 1.                                          

 

It is the desire of Allegheny County Council to fully investigate the possibility of generating revenue for the County through the sale of sponsorships, endorsements, naming rights, and/or advertising on County property and mailings. 

 

SECTION 2.                                          

 

A.                     In order to ascertain the feasibility of such actions, an ad hoc committee shall be formed through designation by the President of County Council and the Chief Executive that will meet to gather information, discuss options available to the County, and to formulate recommendations that will be presented to the County Council and Chief Executive.

 

B.                     The President of County Council shall designate four members of Council to participate on the ad hoc committee, and shall designate one person as Chair.  The Chief Executive shall designate three members of the Administration or Executive Branch to participate on the ad hoc committee and shall notify Council, through the Chief Clerk, of the names once made.  All members of the committee shall be in place within fourteen (14) days of the enactment of this resolution.

 

SECTION 3.                     

                     

A.                     Following the naming of the seven members of the ad hoc committee, the Chair shall schedule the committee's first meeting within fourteen (14) days of the last member being named.  The committee shall meet at least twice monthly thereafter until recommendations are formulated and presented in accordance with the provisions of this resolution.

 

B.                     The recommendations to County Council and the Chief Executive shall include a summary of the information reviewed and considered by the committee, revenue and cost projections, and final recommendations as to whether such action should be pursued and, if so, how such action should best be implemented.  The recommendations shall be in writing and, once submitted to the Council and Chief Executive, shall be considered a public document.

 

C.                     Final recommendations from the committee shall be presented to the County Council and the Chief Executive no later than one hundred and eighty (180) days after the enactment of this resolution.

 

SECTION                     4.                     If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

SECTION                     5.                     Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
