Motion of the Council of Allegheny County establishing a committee to review and make recommendations regarding police functions within Allegheny County and any duplication of services to the full Council for review and consideration.

                     WHEREAS, the duplication of services within County Government has been an ongoing theme in regard to discussions about reform in Allegheny County; and

                     WHEREAS, the duplication of services is at particular issue within those offices and departments that service police function; and

                     WHEREAS, the County Council acknowledges their lack of expertise in this manner and believes that a review of functions and responsibilities would be best if undertaken by the professionals in those fields who are most qualified to make recommendations as to how best to address this issue; and

                     WHEREAS, County Council may then use those recommendations to make determinations regarding those functions with County Government.

NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,

 

Hereby establishes a Police Services Review Committee that is charged with the task of reviewing police functions within Allegheny County and making recommendations regarding any duplication of services to the full Council for review and consideration.  The members of the committee shall be the District Attorney, the County Police Superintendent, the Sheriff, the Warden, the County Manager, the President of County Council and a representative of the Labor Council.  Members may designate a representative to participate in the meetings on their behalf by advising the Chief Clerk in writing prior to the first meeting. 

The committee shall also request the participation of two individuals as non-voting members of the committee.  The first shall be a representative of the Governor's Center for Local Government Services who is knowledgeable in police services.  The second shall be the Chair of the Public Safety Committee of Council.  The participation of other individuals in a non-voting capacity may be decided by the committee.

The Police Services Review Committee shall convene within thirty days of the passage of this motion.  Coordination of the first meeting shall be done by the County Council staff until a Chair is determined by the members.  A full report on the findings of the committee and its recommendations shall be presented to County Council within six months of the passage of this motion.
