An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing an Agreement with the Western Pennsylvania Police Athletic League known as the Mon Valley Express Drum and Bugle Corp for the use of Exhibit Building #7 near the Fairgrounds in South Park.
WHEREAS, The Mon Valley Express Drum & Bugle Corp is currently using the Exhibit
Building and done so for many years to conduct training for marching band competitions and tournaments.
WHEREAS, the Mon Valley Express Drum & Bugle Corp wishes to condition to use Exhibit Building #7 near the fair grounds in South Park.
WHEREAS, the Mon Valley Express Drum & Bugle Corp wishes to continue their program without interruption.
WHEREAS, the Mon Valley Express Drum & Bugle Corp has offered community services to many people and will be solely responsible for all insurance and required permits, licenses, etc. for said services; Mon Valley Express Drum & Bugle Corp will continue to offer this community program at the location, provide general maintenance facility and/or pay the County $200 per month for use of said facility. Mon Valley Drum & Bugle Corp will provide all required liability insurance and fire insurance.
WHEREAS, Article IV, Section 2(k) of the Allegheny County Home rule Charter vests County Council with the power and duty by ordinance to lease or permit the use of County real property.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
SECTION 2. Authorization to permit the use of County Real Property.

- Allegheny County Council hereby approves the continuation of a contract to the Western Pennsylvania Police Athletic League known as the Mon Valley Express Drum and Bugle Corp for the use of Exhibit Building #7 near the Fairgrounds in South Park.
- Council hereby acknowledges the contract for the period September 1, 2014 through August 31, 2017, subject to the terms and conditions as more fully outlined in the Contract.

- The proper officers of the County are hereby authorized to execute any and all documents necessary to effectuate the lease of the property.
SECTION 3. Severability. If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance, which shall be in full force and effect.
SECTION 4. Repealer. Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Resolution.
