An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, amending and supplementing the Allegheny County Code of Ordinances, Division 1, entitled "Administrative Code," Article 203, entitled "County Authorities," to provide for regular status update presentations by the County Authorities to County Council, as well as for event-specific status updates.

                     WHEREAS, the authorities operating within Allegheny County do so in order to provide services to the County's residents; and

 

                     WHEREAS, many of these authorities are funded to some degree by the County with revenue derived from property taxes; and

 

                     WHEREAS, the services provided by the County Authorities are both vital to the County's residents quality of life, health and safety and of interest to the general public; and

 

                     WHEREAS, although the County Authorities do provide budgetary statements to Council once each year, there is no formalized process by which the Council and the public can be kept apprised of the Authorities' activities;

 

The Council of the County of Allegheny hereby resolves as follows:

 

SECTION 1. 

 

The Allegheny County Code of Ordinances, Division 1, entitled "Administrative Code," Article 203, entitled "County Authorities," is hereby amended by the addition of a new §5-203.08, as follows:

 

§5-203.08.  Status Update Presentations.

 

A.                     No less frequently than once every six months, all County Authorities delineated in §5-203.01 of this Article shall provide a status update presentation to Allegheny County Council, for the purposes of apprising Council of the Authority's activities during the reporting period.  Presentations shall be made by the authority's Executive Director or, in the case of authorities with no Executive Director, by the individual responsible for the authority's administration.  Presentations shall be made at a Regular Meeting of Council, and shall be scheduled as agenda items by the Chief Clerk.  Written summaries of each presentation made under the terms of this subsection shall be provided to Allegheny County Council, the Allegheny County Manager, and the Allegheny County Chief Executive no later than seven full days before the scheduled presentation.

 

B.                     In addition to the presentations required under the terms of subsection A, the County Authorities delineated in §5-203.01 shall, within 30 days of any written request presented to the authority on behalf of any Council Member by the Chief Clerk, make a presentation at a Regular Meeting of Council concerning the subject matter of the request.  Such presentations shall be made by the authority's Executive Director or, in the case of authorities with no Executive Director, by the individual responsible for the authority's administration.

 

SECTION 2.

 

Notice of the passage of this Ordinance shall be provided by the Chief Clerk to all entities listed in § 5-203.01 of the Administrative Code.

 

SECTION 3.

 

If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in full force and effect.
