A Resolution of the County of Allegheny approving certain Inter-Departmental Transfers in the Operating Budget for the fiscal year beginning January 1, 2004 and ending December 31, 2004.

Whereas, the County Council has adopted an Operating Budget for the fiscal year beginning January 1, 2004 and ending December 31, 2004; and

 

                     Whereas, the Home Rule Charter of Allegheny County, at Article VII, Section 9, provides that County Council may make transfers within and between departments and agencies upon the recommendation of the Chief Executive; and

 

                     Whereas, the Chief Executive has recommended that certain transfers be made between departments and agencies for the fiscal year beginning January 1, 2004 and ending December 31, 2004; and

 

                     Whereas, County Council desires to make those transfers that the Chief Executive recommends between departments and agencies for the fiscal year beginning January 1, 2004 and ending December 31, 2004.

 

The Council of the County of Allegheny hereby resolves as follows:

 

Section 1.                     Incorporation of Preamble.

 

                     The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.

 

Section 2.                     Approval of Transfers Between Departments and Agencies.                     

 

The following transfers, totaling $1,123,000, are approved as follows to cover forecasted shortage in Salaries and Fringe Benefits for the Office of Public Defender and Office of District Attorney for the balance of 2004:

 

1.                     Transfer $52,000 from General Contingency Reserve to Public Defender - Support Service - Salaries to cover projected deficit for 2004.  Transfer from 460101.86101 to 140301.51101.

 

2.                     Transfer $90,000 from General Contingency Reserve to Public Defender - Support Service - Fringe Benefits to cover projected deficit for 2004.  Transfer from 460101.86101 to 140301.52501.

 

3.                     Transfer $180,000 from General Contingency Reserve to Public Defender - Attorneys - Salaries to cover projected deficit for 2004.  Transfer from 460101.86101 to 141601.51101.

 

4.                     Transfer $52,000 from General Contingency Reserve to Public Defender - Attorneys - Fringe Benefits to cover projected deficit for 2004.  Transfer from 460101.86101 to 141601.52501.

 

5.                     Transfer $57,000 from General Contingency Reserve to District Attorney - Fringe Benefits to cover projected deficit for 2004.  Transfer from 460101.86101 to 730101.52501.

 

6.                     Transfer $92,000 from General Contingency Reserve to District Attorney - Salaries to cover projected deficit for 2004.  Transfer from 460101.86101 to 730101.51101.

 

7.                     Transfer $200,000 from Juvenile Court Placements - Child Placements to District Attorney - Salaries to cover projected deficit for 2004.  Transfer from 480201.63706 to 730101.51101.

 

8.                     Transfer $100,000 from Debt Service - Interest to District Attorney - Salaries to cover projected deficit for 2004.  Transfer from 470101.85102 to 730101.51101.

 

9.                     Transfer $100,000 from Administrative Services - Assessment Management to District Attorney - Salaries to cover projected deficit for 2004.  Transfer from 206001.51101 to 730101.51101.

 

10.                     Transfer $100,000 from Administrative Services - MIS to District Attorney - Salaries to cover projected deficit for 2004.  Transfer from 205001.51101 to 730101.51101.

 

11.                     Transfer $50,000 from Public Works - Maintenance Division/Traffic - Wages to District Attorney - Salaries to cover projected deficit for 2004.  Transfer from 354700.51102.TR to 730101.51101.

 

12.                     Transfer $50,000 from Public Works - Maintenance Division/District 8 - Wages to District Attorney - Salaries to cover projected deficit for 2004.  Transfer from 354700.51102.D8 to 730101.51101.

 

Section 3.                     Severability.                     If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.

 

Section 4.                     Repealer.  Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.

 

 

 

 

 

SUMMARY OF LEGISLATION

 

                     The attached proposed legislation will approve certain transfers to cover forecasted shortages in Salaries and Fringe Benefits for the Office of Public Defender and Office of District Attorney for the balance of 2004.
