TITLE
An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, providing a 50% fee reduction on park facility rentals and alcohol permit applications for veterans through March 31, 2006;
BODY
WHEREAS, the County of Allegheny, Commonwealth of Pennsylvania owns and operates certain recreational and park facilities; and
WHEREAS, the County desires to establish and revise rates and fees for the public use of the recreational and park facilities; and
WHEREAS, the County recognizes the commitment and dedication of veterans services to our Nation; and
WHEREAS, the County wishes to honor veterans by providing a fifty percent fee reduction on renting Park Facilities; and
WHEREAS, the County wishes to honor veterans by providing a fifty percent fee reduction on Alcohol Permits; and
WHEREAS, Article IV, Section 2.b. of the Allegheny County Home Rule Charter vests the County's Council with the power to establish fees and service charges;
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
SECTION 2. Parks Division Rates and Fees.
The rates and fees for the use of County recreational and park facilities shall be set forth in the Department of Parks Facility and Recreational Fees Rate Schedule, effective upon enactment through March 31, 2006, published by the Department of Parks, the provisions of which are incorporated by reference as if fully set forth herein.
SECTION 3. Veterans Discount Program
A. Veterans shall receive a 50% discount on Alcohol Permit applications.
B. Veterans shall receive a 50% discount on Park Facility rentals.
C. The County Administration will recommend to Council, no later than April 1, 2006, a fee schedule for the year 2006. Such fee schedule shall include the veterans discount enacted herein. In future years, the discount will be included in the general submission for recommendation of Parks Facility and Recreational Fees.
D. The discount will apply to veterans providing satisfactory identification as determined by the Parks Department. A veteran shall mean any Honorably Discharged, Active-Duty, Reservists and National Guardsmen.
Section 4. Severability. If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in
full force and effect.
Section 5. Repealer. Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Resolution.
