An Ordinance Of The County Of Allegheny, Commonwealth Of Pennsylvania, Authorizing The Conveyance of The County Of Allegheny's Interest In A Parcel To The American Ukrainian Citizens Club.

Whereas, the County of Allegheny acquired title to a certain parcel known as Block 545-S, Lot No. 040 (“the Parcel”), it being part of land in Wilmerding Borough conveyed by Sheriff's Deed and recorded in the Recorder of Deeds Office of Allegheny County in Deed Book Volume 9362, page 532; and
Whereas, this property has been cited by the Health Department for unsafe conditions, and
Whereas, the County Manager previously approved advertisement for sale at the minimum bid price of $1,000; and
Whereas, the American Ukrainian Citizens submitted a sealed bid for ONE THOUSAND DOLLARS ($1,000); and
Whereas, Article IV Section 2(l) of the Allegheny County Home Rule Charter vests County's Council with the power and duty by ordinance to convey real property owned by the County.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble
The provisions set forth in the preamble to this Ordinance are incorporated by reference in their entirety herein.
SECTION 2.
The County Council of Allegheny County hereby does approve the transfer of the interest held therein by the County of Allegheny in a certain parcel known as Block 545-S Lot No. 040 to The American Ukrainian Citizens Club for and in consideration of the sum of ONE THOUSAND DOLLARS ($1,000).
The proper officers of the County are hereby authorized to execute any and all documents, including a deed, necessary to effectuate the conveyance of the County's interest in the Parcel.
SECTION 3. Severability If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in full force and effect.
SECTION 4. Repealer. Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Resolution.
Property Sale, Three Taxing Bodies Parcel

115 Watkins Avenue, Wilmerding Borough
The subject property is a small parcel containing an abandoned house. The property was acquired by the County, the Borough of Wilmerding and the East Allegheny School District through Sheriff's Sale. The Borough was approached by a potential bidder, The American Ukrainian Citizens Club (AUCC). The Borough requested and received approval from the County to advertise the potential sale at public bid for a minimum $1,000. The AUCC submitted a sealed bid which was accepted by the Borough and School District. The AUCC intends to demolish the structure and turn the parcel into a parking lot.
The County's procedure is to request an appraisal prior to submission to County Council.
In the meantime the County Health Department received a complaint about the condition of the structure and requests immediate corrective action. We request a waiver of the appraisal, permission to convey the County's interest in the property to the American Ukrainian Citizens Club, and authorization for the County Manager to sign the deed.
