A Resolution of the County of Allegheny, Commonwealth of Pennsylvania, recognizing and supporting the Enterprise Zone Program, administered by the Enterprise Zone Corporation of Braddock, and endorsing an application by the Boroughs of Braddock, North Braddock, Rankin and Swissvale to the Pennsylvania Department of Community and Economic Development for Enterprise Zone Re-Designation and Funding.

WHEREAS, the Commonwealth of Pennsylvania, through the Department of Community and Economic Development, offers the Enterprise Zone program to municipalities suffering from economic dislocation, loss of businesses and jobs, and declining tax base; and

 

WHEREAS, the Department has encouraged intergovernmental cooperation, economic development and job creation in the Monongahela Valley; and

 

WHEREAS, the Boroughs of Braddock, North Braddock and Rankin have participated in the State Enterprise Zone Program designed to create business development, the development of new jobs, and priority access to State programs utilizing the expertise of the Enterprise Corporation of Braddock; and

 

WHEREAS, the Borough of Swissvale desires to join in participating in the State Enterprise Zone Program for the purposes of promoting development, job creation, and enhancement of the tax base; and

 

WHEREAS, the Enterprise Zone Corporation of Braddock has demonstrated its capacity and expertise in these functions in conjunction with Allegheny County and its development agencies; and

 

WHEREAS, the Department of Community and Economic Development guidelines permit participating municipalities to submit an application for re-designation and funding to undertake Enterprise Zone development; and

 

WHEREAS, the Enterprise Zone Corporation of Braddock has expressed its willingness to prepare such application and proper documentation for submission to the Department on behalf of the Boroughs of Braddock, North Braddock, Rankin and Swissvale; and

 

WHEREAS, the Boroughs of Braddock, North Braddock, Rankin and Swissvale and the Enterprise Zone Corporation of Braddock have expressed a desire to participate and enter into a cooperation agreement; and

 

WHEREAS, Allegheny County recognizes and supports the efforts and activities of the Enterprise Zone Corporation of Braddock in Braddock, North Braddock, Rankin and Swissvale, and endorses the re-designation of the Enterprise Zone serving those communities by the Department of Community and Economic Development;

 

 

The Council of the County of Allegheny resolves as follows:

 

Section 1.

 

Allegheny County Council hereby recognizes and supports the Enterprise Zone Program, administered by the Enterprise Zone Corporation of Braddock, and endorses an application by the Boroughs of Braddock, North Braddock, Rankin and Swissvale to the Pennsylvania Department of Community and Economic Development for Enterprise Zone Re-Designation and Funding

 

Section 2.                     Severability.  If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution, which shall be in full force and effect.

 

Section 3.                     Repealer.  Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
