An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania authorizing acceptance of a donation of personal property for use by the County.

Whereas, the National Association of Area Agencies on Aging seeks to donate computer equipment to the County of Allegheny for the purpose of the Aging Services Network Community Based Enrollment Program; and
Whereas, the National Association of Area Agencies on Aging has also donated $12,624 to Allegheny County for the purpose of this program (Submission 08-06); and
Whereas, Article IV Section 2(j) of the Allegheny County Home Rule Charter vests County's Council with the power and duty by ordinance to accept gifts or donations of personal property on behalf of the County.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference in their entirety herein.
SECTION 2. Authorization of Acceptance of a Donation of Personal Property.
A. The County Council of Allegheny County hereby does approve the acceptance of a donation of computer equipment from the National Association of Area Agencies on Aging for use by the County of Allegheny and the Aging Services Network Community Based Enrollment Campaign.
B. The appropriate County officers and officials are authorized to take such action as is necessary to carry out the purpose of the authorization granted herein.
SECTION 3. Severability If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall continue in full force and effect.
SECTION 4. Repealer Any ordinance or any part of an Ordinance conflicting with the provisions of this Ordinance is hereby repealed to the extent of such conflict.
SUMMARY
This Ordinance will authorize the acceptance of personal property by the Allegheny County Area Association on Aging from the National Association of Area Agencies on Aging. ACAAA will receive computer equipment, in addition to a cash grant of $12,624 for the purpose of operating the Aging Services Network Community Based Enrollment Campaign. The cash grant was included in submission 08-06.
The Aging Services Network Community Based Enrollment Campaign includes activities such as outreach, education and enrollment primarily targeting people on Medicate to apply for the Extra Help/Low Income Subsidy available through Medicare Part D.
