An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, establishing County Policy for the rental/lease of Exhibit Buildings at the South Park Fairgrounds.

Whereas, Allegheny County is the owner of various exhibit buildings throughout South Park; and
Whereas, Allegheny County enters into an agreement with an organization for the rental/lease of said buildings in South Park; and
Whereas, Allegheny County would like to adopt a policy for the rental/lease of said Exhibit Buildings.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference in their entirety herein.
SECTION 2. Preparation of Contract
The County of Allegheny will prepare a contract for usage of Exhibit Buildings
located in South Park near Fairgrounds.
SECTION 3. Rental Amount
Exhibit Building shall be rented/leased to non-profit organizations 501(c) 3, with proper documentation, who shall pay the County $200.00 per month in rental fees OR $200.00 per month of in-kind services.
SECTION 4. In-Kind Services
In-kind services are renovation and/or improvements to the building including such items as painting, window repair, plumbing, electrical, etc. In-kind services will be credited monthly towards rental fees upon proof of expenditures. Said in-kind services must be approved in writing by the Director of Parks or his designee; receipts must be submitted for all expenses. Should in-kind services exceed $200.00 in any single month, a credit may be taken for future monthly rents. These credits may only be used and limited to a 12 month cycle (maximum of $2,400.00), unless specifically agreed to in writing by the Director of Parks or his designee. A value shall NOT be assessed on volunteer labor.
