Motion of the Council of Allegheny County pulling Bill No. 13470-25, An ordinance of the County of Allegheny, Commonwealth of Pennsylvania, directing that a referendum question regarding the amendment of Article III, §5(b) of the Home Rule Charter of Allegheny County, which establishes term limits for a single elected County official, be placed on the November 4, 2025 General Election ballot; and further amending Article III, §5(b) and Articles 201, 301, and 401 of the Administrative Code of Allegheny County, contingent upon the passage of the referendum question, from committee for an immediate and final vote.

WHEREAS, Bill No. 13470-25 (attached to this Motion) was introduced and referred to the Committee on Government Reform at Council’s March 25, 2025 Regular Meeting; and
WHEREAS, as of the date of introduction of this Motion, Bill No. 13470-25 has not yet been recommended to full Council for a final vote 98 days after its introduction; and
WHEREAS, the Rules of Allegheny County Council, Article IV, Section B, allow for bills to be pulled from committee by the vote of a majority of the seated Members of Council if such motion is made more than sixty (60) days from the date of the first reading of the bill; and
WHEREAS, pursuant to the Commonwealth’s Home Rule Charter and Optional Plans Law, specifically 53 Pa.C.S.A. §2943(a), “… an ordinance of the municipal governing body proposing amendment of a home rule charter or an optional plan, shall be filed with the election officials not later than the 13th Tuesday prior to the next primary, municipal or general election.”; and
WHEREAS, the 2025 deadline for enactment of an ordinance amending the Home Rule Charter of Allegheny County is therefore Monday, August 5, 2025; and
WHEREAS, Council will be in recess from July 9, 2025 through August 18, 2025; and
