An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the continued use of Allegheny County-owned real property in White Oak Park by the White Oak Animal Safe Haven as a no-kill animal rescue, rehabilitation, and adoption center.

Whereas Allegheny County is the owner of 803 acres of real property known as White Oak Park (Allegheny County Real Estate Parcel 648-R-374); and
Whereas The White Oak Animal Safe Haven is a 501c3 non-profit organization (Pennsylvania Kennel License #3660) whose mission since 2003 has been to offer homeless animals a second chance by providing a nurturing environment, medical care, training, grooming and other services to prepare animals for a new life with their new families; and
Whereas The County, by and through its Department of Parks, is requesting permission to allow the White Oak Animal Safe Haven to continue to use structures and land totaling one half (1/2) of an acre on Lincoln Way in White Oak Park as a no-kill animal rescue, rehabilitation, and adoption center; and
Whereas County Council recognizes that the use of this property for the activities described herein will inure to the benefit of the citizens of Allegheny County; and
Whereas, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power by ordinance to lease, convey, vacate or abandon, or permit the use of County land, buildings or other real or personal property.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
SECTION 2. Authorization to Approve the Use of Real Property.
Allegheny County Council hereby approves the use of Allegheny County-owned real property in White Oak Park in White Oak Borough as a no-kill animal rescue, rehabilitation, and adoption center.
