Resolution of the Council of the County of Allegheny, pursuant to the Urban Redevelopment Law of Pennsylvania, approving Steel Valley Redevelopment Proposal #1 within the Steel Valley Redevelopment Area located in the Borough of Homestead

WHEREAS, pursuant to the terms of the Urban Redevelopment Law of the Commonwealth of Pennsylvania, Act of May 24, 1945, P.L. 991, as amended, 35 P.S. Sections 1701 et. seq. (Urban Redevelopment Law), certain actions and responsibilities are required to be officially taken by the Planning Commission of the county in which a particular Redevelopment Authority operates; and
WHEREAS, in any city or county in which a planning commission does not exist the law permits a Redevelopment Authority to be substituted for the Planning Commission, pursuant to the Urban Redevelopment Law, 35 P.S. §1703(j); and
WHEREAS, the County of Allegheny does not have a Planning Commission to designate and certify an area to be blighted and in need of redevelopment pursuant to the provisions of the Urban Redevelopment Law; and
WHEREAS, it is therefore necessary for the Redevelopment Authority of Allegheny County to act as The Planning Commission for appropriate and necessary activities under the Urban Redevelopment Law; and
WHEREAS, the Redevelopment Authority of Allegheny County has certified an area in the Boroughs of Homestead, Munhall, and West Homestead known as the “Steel Valley Redevelopment Area” at its December 16, 1998 meeting, as in need of redevelopment; and
WHEREAS, the Redevelopment Authority of Allegheny County has prepared a Redevelopment Proposal for an area in the Borough of Homestead within the “Steel Valley Redevelopment Area”, referred to herein as the “Steel Valley Redevelopment Proposal #1”; and
