An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the continued use of Allegheny County-owned real property in South Park by Mon Valley Express Drum & Bugle Corps as venue for music and band related activities.

Whereas Allegheny County is the owner of 2,013 acres of real property known as South Park (Allegheny County Real Estate Parcel 412-L-300), one of the County’s nine regional parks; and
Whereas, For nearly twenty (20) years, Mon Valley Express Drum & Bugle Corps, a 501 (c) (3) non-profit organization, has had exclusive use of a structure on Brownsville Road in the County’s South Park known as Fairgrounds Building # 7 for purposes of repairing musical instruments, conducting group and individual music lessons and rehearsals, and operating other band-related instruction and activities; and
Whereas, Mon Valley Express Drum & Bugle Corps, whose mission is to inspire excellence and foster a deep appreciation for the performing arts, offers create transformative experiences for our members, audiences, and community by bringing the power and joy of drum and bugle corps, indoor drumline, and color guard performance to life, wishes to continue to use the structure in the County’s South Park for the purpose described herein without interruption; and
Whereas, County Council believes that permitting Mon Valley Express Drum & Bugle Corps to continue to use the designated structures in the County’s South Park for these activities will inure to the benefit of the citizens of Allegheny County; and
Whereas, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power and duty by ordinance to lease or permit the use of County real property.
The Council of the County of Allegheny hereby enacts as follows:
