Proclamation honoring Brigadier General Robert D. Papak and welcoming him to the 2008 Allegheny County Flag Retirement Ceremony.

WHEREAS, on June 14, 2008, Allegheny County Council will welcome Brigadier General Robert D. Papak to the Annual Flag Retirement Ceremony at the “By the Dawn's Early Light” United States Flag Retirement Plaza in South Park; and
WHEREAS, Brigadier General Papak currently serves at the Pentagon as Director of Joint Capabilities Assessment and Integration Directorate; and
WHEREAS, originally commissioned in June 1976 upon his graduation from the U.S. Naval Academy, Brigadier General Papak was designated a Naval Aviator and CH-53A/D pilot after completion of the Basic School and Naval Flight Training; and
WHEREAS, Brigadier General Papak went on to serve with the Selected Marine Corps Reserve, Fourth Civil Affairs Group, Washington DC, during which time he was also deployed with the 4th CAG from November 1990 to May 1991 in South West Asia and served with the Second Marine Division in support of Operation Desert Shield/Desert Storm; and
WHEREAS, throughout his military career, Brigadier General Papak has served in a multitude of positions and was instrumental in the two-year activation of several MAG-49 units in support of the GWOT following the events of 9/11, support of Operation IRAQI FREEDOM and the Rescue, Recovery, and Relief operations for Hurricanes Katrina and Rita; and
WHEREAS, Brigadier General Papak's personal decorations include the Joint Service Commendation Medal, the Meritorious Service Medal with one star, the Navy and the Marine Corps Achievement Medal with two stars, and the Combat Action Ribbon;
NOW, THEREFORE BE IT RESOLVED, Allegheny County Council hereby welcomes Brigadier General Robert D. Papak to Allegheny County's 2008 Flag Retirement Ceremony. We wish to express our deepest thanks for your attendance and for your dedication to serving the citizens of the United States of A...
