Proclamation commending former Upper St. Clair Manager Douglas Watkins for his many years of service to the township.

WHEREAS, Allegheny County is blessed to have leaders who commit themselves wholeheartedly to serving our communities; and
WHEREAS, Mr. Douglas Watkins served as the Manager of Upper St. Clair Township from 1982 until his retirement earlier this year; and
WHEREAS, throughout his 26 years of service to the township, Mr. Watkins provided unparalleled service to the residents of Upper St. Clair; and
WHEREAS, in addition to his work with the township, Mr. Watkins has served on the Board of Directors of the Pennsylvania League of Cities and Municipalities (PLCM), as President of the Association for Pennsylvania Municipal Management, as a member of the International City/County Management Association's Task Force on Council/Manager Form of Government, as Assistant Secretary/Treasurer of the Upper St. Clair Municipality Board of Directors, and as Vice-Chairman of the Chartiers Valley District Flood Control Authority Board of Directors; and
WHEREAS, Mr. Watkins has received multiple commendations for his hard work, including the University of Pittsburgh Graduate School of Public and International Affairs' Distinguished Alumni Award, the Joseph A. James Memorial Excellence in Local Government Achievement Award and most recently, the PLCM Lifetime Achievement Award;
NOW, THEREFORE BE IT RESOLVED, Allegheny County Council hereby commends former Manager of Upper St. Clair Township Douglas Watkins for his many contributions to the cause of good government. On behalf of the residents of Allegheny County, we thank you for your years of service.
