Resolution of the Council of Allegheny County adopting a policy to avoid the use of tax increment financing for retail developments located on unimproved areas and green spaces, except those tracts of land immediately adjacent to the Greater Pittsburgh International Airport.

WHEREAS, Allegheny County Council wishes to provide citizens of Allegheny County, local municipalities, businesses, developers and other interested parties with a clear guideline regarding the appropriate use of tax increment financing within Allegheny County, pending the adoption of more comprehensive guidelines;
 
 
The Council of the County of Allegheny hereby resolves as follows:
 
 
SECTION 1.
 
Allegheny County Council hereby adopts the following policy:
 
It shall be the policy of Allegheny County to avoid the use of tax increment financing for retail developments located on unimproved areas and green spaces, except those tracts of land immediately adjacent to the Greater Pittsburgh International Airport.  
 
SECTION 2.
 
      There shall be no private Cause of Action arising from this Resolution.
 
 
 
SECTION      3.      If any provision of this Resolution shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Resolution which shall be in full force and effect.
 
 
 
SECTION      4.      Any Resolution or Ordinance or part thereof conflicting with the provisions of this Resolution is hereby repealed so far as the same affects this Resolution.
