Motion of the Council of Allegheny County to lobby the Pennsylvania Legislature and Governor regarding Row Office consolidation

Whereas, the voters of Allegheny County want an opportunity to vote on a referendum during the November 2003 General Election regarding the consolidation of the Allegheny County Row Offices; and
Whereas, various laws of the Commonwealth of Pennsylvania allegedly prevent such a referendum from being placed on the November 2003 General Election Ballot.
NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY AS FOLLOWS:
1. Although the Council does not believe that any provision of state law prohibits a referendum from being placed on the November 2003 General Election Ballot, the Council urges the Pennsylvania Legislature and Governor to promptly approve whatever changes to the laws of the Commonwealth of Pennsylvania which may be necessary or prudent to withstand legal challenges seeking to prevent a Row Office consolidation question from appearing on the November 2003 General Election Ballot.
2. The Council requests that the Law Department of Allegheny County work with the staffs of the Pennsylvania Legislature and Governor to propose those changes to the laws of the Commonwealth of Pennsylvania which may be necessary or prudent to withstand legal challenges seeking to prevent a Row Office consolidation question from appearing on the November 2003 General Election Ballot.
