An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, amending and supplementing the Allegheny County Code of Ordinances, Division 1, entitled "Administrative Code," by the creation of a new Article 802 entitled "Strategic Planning," in order to establish a uniform process for establishing long term goals for the County's operations.

WHEREAS, in the simplest of terms, strategic planning delineates long term goals for organizations in both the private and public sectors;
WHEREAS, strategic planning serves a variety of purposes in an organization, including clearly define the purpose of the organization and establishing realistic goals and objectives consistent with that mission in a defined time frame within the organization's capacity for implementation, and communicating those goals and objectives to the organization's constituents; and
WHEREAS, strategic planning also ensures that the most effective use is made of the organization's resources by focusing the resources on the key priorities and provides a base from which progress can be measured and establish a mechanism for informed change when needed; and
WHEREAS, it is Council's desire to create a basic structure for strategic planning within the County;
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1.
The Allegheny County Code of Ordinances, Division 1, entitled "Administrative Code," is hereby amended by the creation of a new Article 802 entitled "Strategic Planning," comprised as follows:

A. No later than October 1, 2008, the Allegheny County Manager shall, with the cooperation of the Departments of Budget and Finance, Economic Development, Public Works, and Parks and any other administrative departments deemed necessary, create a strategic plan for Allegheny County.
