An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, amending the Accountability, Conduct and Ethics Code of Allegheny County (“the ACE Code”), set forth in Article 1013 of the Administrative Code of Allegheny County, in order to clarify the application of Paragraph N (1) of Section 5-1013.09 of the ACE Code and to make Paragraph N (1) consistent with the County’s Take Home Vehicle Policy
WHEREAS, Article 5 of the County Code of Ordinances consists of the County’s Administrative Code, providing the details for the administration and operation of County Government consistent with the provisions of the County’s Home Rule Charter; and
WHEREAS, Article 1013 of the County’s Administrative Code sets forth the County’s Accountability, Conduct and Ethics Code (“the ACE Code”), providing for standards of ethical conduct within County Government; and
WHEREAS, the County’s Take Home Vehicle Policy currently allows the use of County vehicles for personal purposes by authorizing certain employees to use a County vehicle to commute to and from work; and
WHEREAS, Paragraph N (1) of Section 5-1013.09 of the ACE Code states, “No covered person shall use, request, or permit the use of County resources, including, but not limited to, motor vehicles, equipment, and materials, except for County purposes;” and
WHEREAS, the County’s Take Home Vehicle Policy presently would violate Paragraph N (1) of Section 5-1013.09 of the ACE Code because no personal use of County vehicles is authorized under any circumstances.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Amendment of Paragraph N (1) of Section 5-1013.09 of the ACE Code .
