An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing Steel Rivers Council of Governments (“SRCOG”) to continue to use real property in the County’s Round Hill Park as a law enforcement training facility.

Whereas, since 1998, SRCOG, a membership organization comprised of nineteen (19) local government boroughs, cities and townships, has had exclusive use of approximately four and one-half (4.5) acres at 2600 Skyline Drive, Elizabeth, PA 15037 in the County’s Round Hill Park for the purpose of operating a law enforcement Regional Training Complex (“Complex”); and
Whereas, the Complex is comprised of a classroom, firearms range, tactical training building, driver proficiency course, and firearms training simulator which are used exclusively for SRCOG member police departments, public safety agencies, and other law enforcement groups; and
Whereas, SRCOG will continue to perform daily maintenance and upkeep at the Complex, while providing all necessary training equipment, supplies, and personnel; and
Whereas, SRCOG has had exclusive use of County-owned real property on Skyline Drive in the County’s Round Hill Park for nearly three (3) decades and wishes to continue to use the property without interruption; and
Whereas, County Council believes that permitting SRCOG to use the designated real property in the County’s Round Hill Park for the purposes described herein will inure to the benefit of the citizens of Allegheny County; and
Whereas, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power and duty by ordinance to lease or permit the use of County real property.
The Council of the County of Allegheny hereby enacts as follows:
