Proclamation congratulating Mr. Robert W. Horn, Executive Vice-President and Chief Operating Officer of Jefferson Regional Medical Center, upon the momentous occasion of his retirement.

WHEREAS, Executive Vice-President and Chief Operating Officer Robert W. Horn will officially retire from Jefferson Regional Medical Center on October 19, 2007; and
WHEREAS, in 1971, Mr. Horn began his career in healthcare as a Personnel Director at Homestead Hospital. From 1971 to 1977, he was employed in a variety of administrative positions and as a member of the administrative team that worked on the formation of South Hills Health System and the design and construction of Jefferson Hospital; and
WHEREAS, in 1983, he moved to Presbyterian Seniorcare where he was Executive Vice-President and accomplished the construction of Presbyterian Medical Centers in Washington, Pennsylvania and in Oakmont, Pennsylvania; and
WHEREAS, in 1987, Mr. Horn returned to the South Hills Health System, later named Jefferson Regional Medical Center, and in 2003, he earned the role of Executive Vice-President and Chief Operating Officer; and
WHEREAS, Mr. Horn's leadership played a vital role in Jefferson becoming one of the most technologically advanced community hospitals for quality patient care; and
WHEREAS, Mr. Horn is a member of a number of healthcare boards in the Pittsburgh area and is a Fellow in the American College of Healthcare Executives (FACHE);
NOW, THEREFORE, BE IT RESOLVED that Allegheny County Council does hereby commend Mr. Robert W. Horn for his significant contributions to Jefferson Regional Medical Center and the healthcare industry as a whole. This Council congratulates Mr. Horn upon the momentous occasion of his well deserved retirement from Jefferson, and we wish him all the best in his future endeavors.
