Motion of the Council of Allegheny County authorizing Allegheny County Council to conduct a public hearing, pursuant to the Tax Increment Financing Act of July 11, 1990, P.L. 465 No. 113, to afford interested parties an opportunity to express their views on the proposed Tax Increment Financing Plan for the Northfield Site Phase One (1) Project in Findlay Township, Allegheny County. Pursuant to Council's Rules, the Council President shall appoint a Presiding Officer for the hearing.

The purpose of the public hearing is to allow for a presentation of the proposed Northfield Site Phase One (1) Project to allow opportunity for comments by the other taxing bodies and the proposed developer that will be participating in the tax increment financing plan. In addition, the hearing will allow opportunity for comments by the general public on the concept of tax increment financing, on the proposed project and on the benefits to the County. Individuals wishing to speak must register in advance at least 24 hours before the scheduled beginning of the hearing, and in accordance with all applicable rules governing public comment at Council meetings.
The hearing shall be scheduled to occur on Wednesday, June 6, 2007 at 5:00 pm in the 4th Floor Gold Room of the Allegheny County Court House, 436 Grant Street, Pittsburgh, Pennsylvania 15219. The hearing shall be conducted in accordance with the Tax Increment Financing Act of July 11,1990, P.L. 465 No. 113. The Chief Clerk is authorized and directed to advertise the same. In accordance with Council's Rules, Council Members Finnerty, Cleary and Frazier have committed to attend the hearing. It shall be at the discretion of the President whether to provide for security for the public hearing and to determine if transcription of the testimony given is appropriate.
