Proclamation recognizing Major Scott Kolar, Plum High School Air Force JROTC Instructor, for earning the Air Force Junior ROTC Air Education and Training Command's Outstanding Instructor Award.

WHEREAS, as the Air Force Junior Reserve Officer Training Corps (ROTC) commander and senior instructor of 80 students at Plum Senior High School, Major Scott Kolar has educated and trained cadets in citizenship, community service, instilled responsibility, character, and self-discipline, and provided instruction in air and space fundamentals; and
WHEREAS, Maj. Kolar earned the Air Force Junior ROTC Air Education and Training Command's Outstanding Instructor Award for his outstanding performance; and
WHEREAS, Major Scott Kolar was born and raised in Duquesne and White Oak, Pennsylvania. He served two years as an Army military policeman before joining the Air Force in 1984. He taught at the Air Force's police academy at Lackland Air Force Base in San Antonio from 1986 to 1992, earned an officer's commission and was transferred to Fairchild Air Force Base in Spokane. He taught senior ROTC training at the University of Pittsburgh and Carnegie Mellon University before retiring from active duty; and
WHEREAS, Maj. Kolar taught junior ROTC at West Mifflin High School beginning in 2004 before helping to found Plum Senior High School's program in the fall of 2006;
NOW, THEREFORE, BE IT RESOLVED that Allegheny County Council does hereby recognize and thank Major Scott Kolar for instilling in students the value of citizenship, service to the United States, personal responsibility, and a sense of accomplishment.
FURTHERMORE, we congratulate Maj. Kolar for earning the Air Force Junior ROTC Air Education and Training Command's Outstanding Instructor Award, a most distinguished honor.
